It's called pixel bender Steve, and it's a free add on for photoshop, I've used the oil painting option but theres a lot of others built in and some more that can be downloaded. Heres the link to a youtube video showing how to install it.

Forgot to mention when you get it installed check out Dr Russel Browns website for tips and a tutorial on setting up the oil painting option for some settings (though it's not difficult to do anyway) And a ton of other tutorials.
