I have been experimenting with moving water images, using low shutter speeds to get the smoothing effect of the water; as the shutter speed goes down the pictures become more exposed; is there anyway to decrease the shutter speed without whiting out the picture

The first thing I'd try is to reduce your ISO (ASA if you're using film)

As you slow down the shutter speed you must also decrease the aperture opening - bigger number. If you have auto exposure this should happen automatically. If you are on manual exposure you need to adjust this yourself.

Is it a neutral density filter you can use also. I always get mixed up with all the jargon.

Chance, yes it is, or a polarizer...
Low ISO...
Small apertures...
ND or Polarizing filter...
Overcast day...
Tripod...
Cable release...

It is pretty much the same as any another discipline of photography's light being captured on a sensor & the same rules apply.

Very informative...
We all know light captured by the recording medium produces images but different techniques and equipment are used under different circumstances and the rules don't apply in the same way...

I don't have the time because there are so many different variations... Shooting cars or bikes tearing past at 100mph uses different equipment and techniques to shooting still life... To cover all aspects of photography and the different ways to approach them would take several books, or one the length of war and peace...
